1-year Expansion for IB, RAW chiefs; J&K Main secretary Changed to Delhi

NEW DELHI: The government on Thursday declared a year’s expansion for Intelligence Bureau manager Arvinda Kumar along with RAW leader Samant Kumar Goel, which makes means for persistence at the helm of its own intelligence apparatus.
The two-year fixed duration of the officers had been expected to finish on June 30, 2021, but currently stands extended on June 30, 2022.
In another significant move, the authorities substituted Jammu & Kashmir principal secretary B R Subrahmanyam using Arun Kumar Mehta, now fund commissioner from the J&K division of finance.
Subrahmanyam, the Chhattisgarh-cadre IAS officer thought to have been handpicked by the prime minister three years ago to go to the bureaucracy at J&K, had witnessed that the erstwhile country through key phases like President’s principle, abrogation of Article 370 and its reorganization to Union territory.
He had been on Thursday appointed as OSD at the department of trade here and will carry more than trade secretary upon the superannuation of incumbent Anup Wadhawan on June 30, 2021.
The expansion for Kumar, a 1984 batch IPS officer from Assam-Meghalaya cadre, and Goel, also a Punjab-cadre IPS officer in exactly the identical batch, has been awarded in comfort of FR 56(J) and Rule 16(1A) of All India Services (Death-cum-Retirement Benefits) Rule, 1958.
The two officers like a fantastic connection with NSA Ajit Doval.
Though the line of string IB isn’t quite influenced by Kumar’s long term, a few senior officers at RAW will retire prior to the conclusion of Goel’s long run.
The one-year expansion for both Kumar and Goel is very interesting as it pertains only following senior IPS officers such as Rakesh Asthana and Y Modi were left from this race to get CBI manager’s article when Chief Justice of India N V Ramana, mentioning a March 2019 judgment of the Supreme Court, insisted considering only officers using a minimal six-month remainder services.

Subodh Kumar Jaiswal, among the 3 officers at the board, was appointed as CBI manager.
There was a speculation regarding consequences of this six-month rule implemented from the CBI manager’s option, for additional DG-level appointments in the Centre, especially those with fixed-term such as DIB along with RAW chief.
Official sources had nevertheless told TOI that the SC judgment of 2019 pertained just to say DGP appointments.
Incidentally, Thursday’s conclusion on Kumar and Goel is a case of expansion rather than new appointments.
Before in 2018, the government had given a full-scale expansion to subsequently DIB Rajiv Jain and RAW main Anil Dhasmana, but this has been connected to the coming Lok Sabha poll at April-May 2019.
