Ranchi: State Information and Technology Department (IT) will soon emerge with ‘Start-Up 2021’ which is intended to develop the Environment Environment to facilitate the growth and development of at least 1,000 start-up and direct support of 1,500 start-ups in five years to front.
“This will be placed before the Cabinet immediately and if everything goes well, it will be implemented in January,” said a department official on Monday.
Despite the state IT director, Manoj Kumar, cannot be contacted for comments, his department official said the draft policy was uploaded on the state government website to seek suggestions from the people.
Under the policy, the government has proposed a two-branch approach – first through the action plan and the second by playing the role of the enabler.
“Under the action plan, we aim to offer support tailored to their respective needs and every entrepreneur to develop the idea until it grows into a business.
Every individual or individual group can send their ideas with the State Evaluation Board.
After being chosen, the government will provide benefits Rs 15,000 per group member (maximum 3) per month for a year.
Women, SC / SC and those who are different will be eligible for additional Rs 2,000 per month, “the official said.
The selected idea / concept is also eligible for the maximum financial support of the RS 10 lakh for the development of a product prototype / solution.
“All selected ideas / concepts will be provided free assistance, access to lab facilities and other facilities available at the incubation center for a maximum period of one year,” the draft is read.
Furthermore, it states that one-time marketing grants to RS 10 Lakh will also be given to start to launch and marketing products / solutions that are successful in further phases.
The government also intends to build connective infrastructure between academic institutions and research, industrial institutions and funding.
“To do this, he has planned the Hub model and speaks (has) to develop the start-up ecosystem.
The government will establish a central incubation laboratory as the center of all government incubation centers / assisted by the government in Jharkhand.
The state will help higher learning institutions with One-time endowmen funds to create new or increase existing incubation centers that will act as spoke or peripheral incubation centers.
“The Jharkhand entrepreneurial development fund will also be established where separate Corpus funds will be made to promote entrepreneurship and develop infrastructure in the state.
“The state school curriculum will be updated to include modules on basic electronics, entrepreneurship, digital financial literacy and the basis for developing entrepreneurial talents among students,” read the draft.
Regarding incentives, the policy proposes a replacement of GST paid by start-up.
“Those enrolled in Jharkhand will be entitled to replacement of 100% GST, the government will replace 100% of patent archiving fees, registration fees / import duty / import duty.
Replacement of three years on payment of all tasks of the city by start-up is also proposed, in addition to replacement 50% on rent leases up to rs 5 lakh per year for a maximum period of three years depending on where they are, “the design was read.
In cases where private places are taken based on rent / lease, replacement of rent at the level approved by the government will be given per month per month or 50% of the actual lease paid, which is lacking, for a period of 2 years with a maximum lid from RS 3 Lakh .
A similar policy was also introduced by the previous BJP regime which was set between 2014 and 2019 and approached around 100 ideas chosen for funding but the policy failed to achieve the results in question, leaving many early fans in trouble.
