Gurgaon: The City and State Meeting Department (DTCP) on Monday issued an Occupation Certificate (OC) to Vardhman Mantra, a group of housing groups in sector 67, provided great assistance to about a thousand families.
Launched in 2010, this project was spread across 11 hectares and had 1,207 units in 15 towers.
Builder has promised flat shipments in 2014 but it offers it only in 2019, it also with some disadvantages and without OC.
The absence of OC means that the population has disappeared without a permanent power connection and the right water system and drain.
Buyers complain on various platforms, including CM and DTCP windows.
They accused the builder to divert the money to a commercial project – a shopping mart adjacent to the residential area.

“There are shortcomings in the project but for the sake of family and home buyers, the DTCP has directed the developer to solve the problem.

BATTH said OC was detained because “some internal problems and deficiencies in the documentation”.
“Other pending problems, such as permanent water and sewerage connections from HSVP and electrical connections from DHBVN, must be taken by the developer before the settlement certificate is given.
Until then, it is the responsibility of Builder to regulate this facility in accordance with government norms,” he added.
Home buyers, however, mark some concerns that remain from the OC given.
Rajat Arora, a resident, said in the absence of a permanent electrical connection, the diesel generator was being used.
“The developer collects Rs 23 per unit for power through a set with an additional Rs 27 per day through prepaid meters without buyer’s consent.
Maintenance costs are too high,” he told toi.
Other residents, Munish Sharma, said that every flat owner had given Rs 1.55 lakh for electricity infrastructure but electricity had not been regulated.
“In addition, even after paying RS 3,500 per month, there is no maintenance and only five to seven guards taking care of the community.
Both builders and plantation managers are ready to overcome problems related to seepage, basement, and security,” he said.
By 2020, the DTCP has issued a notification to developers because it does not provide electrical connections, water and sewerage to residents.
Apart from this, Builder also failed to build a club despite budgeting it in his plan, the department had said it.
