Apple released a big update to the Findmy Ecosystem Application with iOS update 15.
If you lose the iPhone and the device is turned off even then you will be able to track the location of your missing iPhone with the Findmy network.
This feature will be available for newer iPhones.

The only way someone can disable tracking the Findmy application by removing the iCloud account from the iPhone owner.
