However, Stalin in a statement on Thursday expressed the fear of critics and said that the state was developing a state education policy after considering recommendations from senior education.
He said that the scheme would improve school education in the state and volunteers would act as a good intention of government school messengers.
The statement said that this scheme was designed based on input from education, UNESCO, and member of the State Government Economic Advisory Board.
