New Delhi: very hinged on the idea of dealing with beggars as a social problem and not seeing it as a criminal act, the center is now preparing to immediately launch a national scheme for comprehensive beggar rehabilitation.
While the 10-city pilot project has been going on to make the grassroots level outreach, the Ministry of Social Justice and a comprehensive empowerment scheme on rehabilitation for beggars is part of “support for marginalized individual livelihoods and company schemes” which will also include a separate scheme for well-being Transgender people.
Under the scheme, the Ministry will call countries to share their proposals to support outreach in the field in certain cities and the city region to identify and rehabilitate beggars.
In an effort to enable long-term solutions, the ministry also worked on the draft bill to provide way for the central legislation model which will offer a framework of rehabilitation to enable the main streaming of beggars, destilences and homeless people.
Checked that the Ministry is trying to complete a concept that can be adapted well by the state and UTS and will provide a framework for maintenance, protection, residence, rehabilitation mechanism.
The comprehensive rehabilitation scheme for beggars is the way the government to increase outreach about proactive rehabilitation outside the ongoing 10-city pilot where RS 19 Crore is allocated.
The number of Rs 100 Crore has been intended for projects for a period of 5 years and the ministry will call for proposals from the state and city bodies.
Components to be supported based on schemes including surveys to identify those involved in pleading, followed by mobilization, rescue and relationships with available residential houses, welfare schemes, identity documents, and complete resettlement that will be activated through education for children and children Development of skills and training for adults.
The Ministry of Running a pilot project in Indore, Patna, Bengaluru, Lucknow, Hyderabad, Delhi, Nagpur, Chennai, Ahmedabad and Mumbai.
Recently Delhi released survey data under the pilot to say that there were 20,700 people involved in pleading and putting an estimated number to a higher around 28,000.
The state government has prepared a skilled road map and rehabilitation.
Indore has also completed a survey and identified more than 2500 beggars.
