Thiruvananthapuram: Governor Arif Mohammed Khan has rejected all claims made by the Chief Minister Pinarayi Vijayan on the appointment of Vice-Chancellor, University of Kannur and Kalady Sanskrit.
While replying to the Chief Minister, the Governor said that he has shown that the re-appointment and grant an extension are two different things to the appointment of the Vice Chancellor of Kannur.
“Against the norms and the re-appointment can not be made to the vice chancellor.
But General Advocate has come to me with a legal opinion, which I have never asked for.
So that means he was acting on the instructions of a person.
But I have to go in the file because I was not ready to go for a confrontation with the government, “said Khan.
On the appointment of the Vice Chancellor of Sree Sankaracharya University of Sanskrit, Kalady, the governor said he was only given a name by the Search Committee and that is the reason why he returned the file to the state government.
He also alleged that the government did not get time even after 13 months to fix salaries Open University Vice-Chancellor of Sree Narayanaguru.
The governor said he was not ready to reply to the chief minister through the media and therefore he will not be a lot of detail about that issue again.
“I have stood up to the rules and norms.
However, I can not do my job because the pressure from the government.
I have signed the files under pressure.
But I can not do it anymore,” he added.
Earlier in the day, Khan said he is ready to review its decision only if the government can guarantee that there will be no political interference in universities.
He said all the files associated with the university was directed to the chief minister because he no longer remain as chancellor.
Chancellor is not a constitutional post and only the responsibility given to the governor by law enacted by the state government.
Therefore, the state government can take back this responsibility through regulation, he added.
“You have the power to change the act.
I’ve said this, the Assembly is not in session, so bring the rules and I’ll sign it.
I have been watching with a sense of great pain for two and a half years.
If you want the Vice Chancellor to bid you, do yourself.
Do not use me, “said the governor.
He said he did not want to be in confrontation with the government and that is the reason he agreed with much of the decision although it was opposed to “better judgment”.
“If I do not go in those files, then I would be called as a ‘resident’,” said the governor.
On the reappointment of Kannur University Vice-Chancellor, the governor said it was against better judgment and he went out of his way to avoid a fight with the government.
He let the government say in the appointment of Vice-Chancellor of the University of Kannur back so as not to provoke the government.
“If I put my feet, they will be called ‘resident’.
I do not want to be in a state of eternal struggle with the government.
I try to accommodate them, but also told them not to exceed one point.
Now they’ve exceeded the limit,” he said.
In the case of Sree Sankaracharya University of Sanskrit, Kalady, katady, he was given only one name.
“There were seven applicants, all of them are highly qualified.
But I was given only one name.
I then asked him what happened with the other six, and I was told that they were not competent.
I used to be told that teachers are qualified produced by our system is not good, “the governor said.
“The university requires functional autonomy and there should be no political interference.
With the current arrangement is not possible and therefore, I have communicated everything clearly to the state government in a letter written to the chief minister,” added the Governor.
