According to the police, Adarsh was arrested in June last year for allegedly marrying a little girl.
He was ordered under the protection of children of the acts of sexual violations (Pocso) and was released from prison in November.
The police said they received information about the murder at around 16:30 on Sunday.
Adarsh was found lying on the floor in his room with a head injury.
The room was locked from the outside and opened using a duplicate key.
There were blood stains on the floor and wall, the Deputy Commissioner of Police (North) Brijendra Kumar Yadav.
The crime scene was also examined by the Forensic Science Laboratory Team, he said.
“In the statement of Almare’s father, we have registered a murder case under the 302 section of the Indian criminal code.
Our five teams have worked to resolve this case.
The suspect was being interrogated because the investigation was underway,” Yadav said.
The police said they also scan the recording of CCTV cameras inside and around the building where Adarsh remains to build the sequence of events that take place on the day of the incident.
