New Delhi: National Green Tribunal Monday taps the Board of Jal Delhi (DJB) to “bring together his responsibilities” to control the “bad smell” originating from a waste treatment plant (STP) in Condli here.
The bench led by Chairman NGT justice Adarsh Kumar Goel noted that even though it was previously mentioned by the DJB that the odor control system would be installed, there were no such steps.
“We do not understand why DJBs now get rid of their responsibilities and take a counter’s attitude that the small steps taken are sufficient and there is enough odor control system.
This stands against the public interest and non-compliance from this court order,” said the bench and Bench directed DJB for Pay a fee of Rs 5 lakh per month from June 1, 2021 to Compliance.
Only doses of ferric chloride, cover and some plantations can hardly be considered as adequate steps in this problem, the Tribunal said.
“It is clear that the DJB failed to carry out his obligations to prevent odor in STP and only shallow steps were taken to claim that the odor was controlled.” The problem has survived for a long time but the pandemic request was brought to justify attitude.
Contrary to the previous commitment to install effective systems, now it is stated that the smell has been controlled by spray etc.

CEOs, DJB will be on taking action against mistaken officers in this matter.
“CEO, DJB may remain present directly through video conferencing, along with compliance status on the next date.
The amount of fees is paid up with CPCB to be used for environmental recovery,” Bench said.
This problem is listed at further consideration on October 28, 2021.

It has warned that if needed by the specified date, the DJB CEO will be responsible for paying the cost of Rs 5 Lakh per month to compliance.
NGT previously recorded a report submitted by the Delhi and DJB pollution control committee which said that the water sample laboratory analysis collected at the outlet did not meet the specified standards.
The court heard the request submitted by the community welfare community who accused that a bad smell came from Condli STP because it was not operated according to the norm.
The request accused that the stench caused respiratory problems to the surrounding residents and was a health hazard.
