Thiruvananthapuram: Decentralization of power under community planning campaign has enabled local government institutions in the state to handle the challenges caused by Covid pandemics and ensure resilience of health and food, said Kerala Pinarayi Vijayan said on Tuesday.
Speaking on the chance of silver Jubilee from the planning campaign of the people, which began in 1996, CM said the democracy did not make sense just by choosing and electing the government every five years, instead of people must be able to intervene in implementing power.
He said that the unique decentralization model in the country was as under one third of the state budget was submitted to local bodies with full planning authorities.
Decentralization is not limited to power transfers, but financial and funding strengths are also transferred and as a result local bodies can “think and plan wider outside of regional development goals”.
As a result of this empowerment, the local government, coordinating with the state government, is able to prevent disaster flooding, deal with natural disasters and fight covid pandemics.
He said that urban planning needs to be implemented with wider vision by taking into account the environment and flood floods and pandemics affect more than one region.
Vijayan further said that one of the main benefits of people’s planning campaigns was a social housing scheme.
“Two and a half lakh new homes have been built as part of the housing life scheme, which aims to ensure that it is not a single homeless left in the state.
This activity continues even under this government.

Kudumbasree has become one of the largest independent groups working with local bodies for women’s empowerment and poverty alleviation,” he said.
Decentralization is an important factor that makes Kerala who quickly become a free poverty country, he added.
He also said that while the government tried to ensure the quality of public services and increase it on time, the reality was that “it was not available for people as we imagined.” “This is why people are forced to rely on the private sector,” he said.
He said that young people participation in public planning activities must be ascertained more than others, they can apply new knowledge and technology to the problem of the country’s development.
