Gurgaon: Corporation of Forest Development Haryana (FDC) has recommended action against the senior Forest Forest (IFS) officer, referred to the fact-finding officers last year to ask the case of alleged financial irregularities of Rs 93-Lakh.
FDCH Report Accounts by the Team of Forest Officials from Panchkula, are ready to review the findings of the investigation carried out by IFS Officer G Raman.
The report, which was put forward before the FDCH Managing Director Vivek Saxena last week, said that Raman had taken “profits from his position” as an inquiry officer and “acting beyond the scope of his jurisdiction”, and recommends actions against him.
According to his official, the Gurgaon division manager from FDCH in 2018 was allegedly acting alone and gave a tender RS 93-Lakh to a private contractor to get benches for the Ministry of Education.
While the Ministry of Education has made a payment for benches to FDCH, the company allegedly used the amount for plantation encouragement in Masani Barrage Sans approving competent authority and no payment made to independent contractors, and continued to be delayed.

The Department of Forest Report stated that Raman was appointed an officer of the findings of facts in suspected cases and had submitted a report in January last year, where he gave FDCH “Chit Chit” but recommend making payments to private contractors.
Reports on Raman’s request stated: “Perusal reports and relevant records available at the office make it clear that the investigation has not been done correctly.” Demand for discovery of facts also “ignores” problems highlighted by MD Jagdish Chandra, which involves passing the tender process, the process of making outsourcing to private vendors, financial abuse, etc.
“Report content seems to advocate and defend all these serious deviations and therefore is the prime facie bias,” the report said, adding that Raman “acted beyond the scope of his jurisdiction” by recommending RS 93 lakh payments for the work carried out by all the norms.
“The role is only to find facts in this problem and give it to the government.
The integrity of the fact search officer has been questioned because this transaction is carried out without a tender and work order,” he said.
It recommends the government to appoint an investigation to find other facts and take action against Raman.ms Mallik, head of the wildlife conservator, Gurgaon, said, “further investigation will be carried out according to the department’s findings.”
