SRINAGAR: Jammu and Kashmir administration on Thursday issued many instructions to officials while carrying out periodic characters and antecedents verification of government employees including failure to report every close family member who was associated with any foreign entity which was associated with India.
According to circular, which is issued by the General Administration Department (GAD), every government employee is accounted for to maintain absolute integrity, honesty and loyalty to the integration of India and the Constitution and not do anything inappropriate for a government servant.
GAD said during periodic verification of characters and antecedents of government employees, officials must report the involvement of an employee in the actions of sabotage, espionage, betrayal, terrorism, subversion, incitement, facilitate the violence or other unconstitutional actions.
The authorities have also been asked to report associations or sympathy from each employee with people who try to do one of the above actions or be involved in helping or testing or advocating the above action.

“Failure to report relatives, people who share housing spaces or partners connected with foreign governments, associations, foreign nationals is known directly or indirectly hostile with the national interests and Indian security,” read.
Instructions also include failure to report unauthorized relationships with collaborators or employees suspected or known by foreign intelligence services among the criteria to be followed.
“Reports that indicate that representatives or citizens from foreign countries act to increase individual vulnerability to the possibility of exploitation, coercion or report reports with other citizens or financial interests in other countries that have the potential to potentially coercion, exploitation, or pressure by foreign governments,” said the round.
GAD said based on discrete verification in the above parameters, the list of negatively reported employees received by the government from time to time will be considered a consciousness by the administrative department concerned which will then immediately report it to the Department of General Administration.
