After N Kolkata Crash, KMC to implement eviction policies

Kolkata: After the tragedy of the collapse of a house in Ahiritolla Lane, a part of the officials of the Department of Kolkata Municipal Corporation building advocated the application of building rules that empower the Civic’s body to destroy very dilapidated parts to save the residents.
According to citizenship officials, Section 411 (4) of the building rules provide executives or assistant engineers of the KMC building department the right to destroy the building section that is registered as “dangerous” which can endanger the life of its inhabitants or placidane of the adjacent building.
However, a KMC building department official said “limited” the use of special rules has been established on the road to ensure security for those who have chosen to live in dilapidated buildings, risk their lives.
“Taking lessons from the tragedy of the collapse of a house in ahiritolla, we must utilize the best rules that allow us to destroy the dilapidated part of the building insecure.
Otherwise we cannot prevent loss of life,” said an Executive Engineer of the KMC Department.
“Every time we ask for approval from superiors to destroy the dangerous parts of the building without giving notice to their residents, our proposal is rejected, afraid of public riots.
But the time has come for us to take advantage of the rules and implement it for public safety,” said A KMC building department official.
Without “forced demolition” from a very dangerous part of the unsafe building listed, there is almost no other choice left with the Civic body to ensure the security of residents, said several KMC engineers.
KMC has tweaked the rules of the building, giving the owner of a dilapidated 100% building (floor area ratio) and relaxation of the rules of the building so they might feel encouraged to reconstruct old buildings, maintain the interests of intact tenants.
Some of the KMC building department engineers said the formation of the demolition squad was needed to undermine the building insecure.
“We need to keep 3,000 unsafe buildings in North and Central Kolkata.
Of these, 100 has been marked as very dilapidated.
We need a dedicated squad building to withdraw vulnerable parts,” an official said.
