PANAJI: While the state government has an ambitious plan to restart mining activities before the 2022 Assembly election, has taken more than a month to send Goa Mining Corporation Bill 2021 for the governor’s approval after being ratified in the state legislature.
On July 30, the state government issued a bill, but was sent for the approval of the governor in 1.
September, a senior government officer said that the reason behind the delay was that the legal department had examined the bill thoroughly.
After the bill obtained the Governor’s approval, there were no changes that could be made in the bill, said the senior officer and added, “If something is wrong in the bill, then we cannot make a correction after the governor agrees.” Senior officers said that the bill received the Governor’s approval, it would be notified.
Mining stopped at Goa in March 2018 after the Supreme Court canceled the second update of mining rent.
The mining concession in this country was given based on the decision of 1906.
On December 19, 1961, Goa, Daman and Diu were released from the Portuguese and Goa government into part of India.
However, the concession was considered expiration on December 12, 1961, which was the date appointed according to Abolisi Law, 1987, since then the concession was treated as a rental that was considered under the UU MMDR.
“The MMDR Law was changed in 2015 and the provisions for the rental auction were included in an amended action, after the expiration of mining rentals.
Therefore it is necessary for the right implementation of legal provisions and to conduct scientific and sustainable mining to generate revenue for state governments .
“The state government has updated 88 rent for the second update.
However, the update of the 88 leases was canceled by the Supreme Court.
The state government has submitted a review petition, but was dismissed.
The State Government has signed a MoU with Exploration Mineral Corporation Ltd in July to mapped mineral resources in the state and to identify potential mining locations.
