Hyderabad: The AP Crime Investigation Department (CID) on Friday conducted a search on the former residence of IAS K Lakshminarayana here in connection with the alleged transfer of government funds with a tone of RS 241 Crore when he served as Director of the Corporation Development of the Expertise of Andhra Pradesh (APSSDC).
The Directorate General of GST Intelligence (DGGI), Pune, had previously explored a fake invoice racket where the Shell company was used to divert funds through Hawala transactions.
In the cid, Cid named APSSDC officials and Directors of Siemens Software Industry (India) Private Limited (SISW) and DesignTech Systems Ltd APSSDC Project involves setting up six central advantages and 36 technical skills development institutions.
Money was handed over through a Hawala transaction: Cid source said: “The estimated project costs are 3,356 crores.
Technology partners will meet 90% of the project costs as a grant and that the state government must invest 10% of the cost.
Government orders are issued for the effect that states the goal, Estimated costs and 90% -10% cost separation between technology partners and the AP government.
“However, after the GOS problem, the tripartite agreement was prepared in which only the AP government would release 371 crore as a grant for SISW and DesignTech to establish skills development institutions .
“The release of 371 Crore to the DesignTech account was carried out by express even before the skill development institution was regulated or the work assessment was carried out.
After receipt of 371 crore with the preparation of the AP government officials and APSSDC, representatives of SISW and DesignTech sacrificed most amounts without providing commensurate goods and services , “Alleged Cid.
The investigation conducted by the DGGI in 2017-2018 found that 241 crores were misused from 371 crores provided by the AP government.
“This is done through the use of fake invoices provided by the company that is affiliated without providing other services.
The money was pulled out of the bank account and was handed over to unknown people through Hawala transactions,” alleged CID.
Cid accused the project, which should be funded by technology partners, converted to 371 crore work orders and are given nominatedly violating general financial regulations and central alerting commission guidelines.
