Assam Govt Table Bill to regulate massacres, livestock transportation

Guwahati: The Government of LED Sarma Himanta Buswa on Monday filed a bill in Assam Assembly which seeks to ban livestock slaughter and sales of beef in the part of the state of Hinduism, Jain and Sikh in the majority.
It also makes livestock transport from one district to Assam and beyond illegal without the right documentation.
Violations under the proposed law proposed – Assam Ranch Bill 2021 – will not be responded to.
Sarma, after introducing a bill, said “new laws seek to ensure that permits for massacres are not given in areas that are mostly inhabited by Hindu, Jain, Sikh and the Community or other non-beef eating places in five-radius kilometers From temples, satra, and other institutions that may be prescribed by the authorities “.
Exceptions can be given for certain religious events, he said.
The main minister said that there was an important need to impose a new law and revoke the Cattle Conservation Act Previous, 1950 which had sufficient legal provisions to regulate the consumption of livestock slaughter and transportation in the state.
Law, when applied, will better prohibit someone from slaughtering cows unless they have obtained the required certificates issued by registered veterinary officers from certain areas.
According to the bill, the veterinary officer will issue a certificate only if he argues that the cow, not a cow, over 14 years old.
Cows, bulls or calves can be slaughtered only if permanently cannot afford, he said.
Also, licensed or recognized deduction houses will be allowed to exchange cows, the bill maintains.
However, there will be limits on submitting livestock for agricultural purposes in a district.
Someone does not need to take permission to transport livestock to and from the registered animal market for sales and purchase purposes in a district.
Anyone who was found guilty of violating the law must be punished by prison for a term that may not be less than three years or a fine that can vary between Rs 3 Lakh and RS Lima Lakh or both.
If someone who is punished under a new law is found guilty of the same violation or related to the second time, the punishment will multiply.
Legislation will expand to the entire state and the term ‘cattle’ will apply to Bulls, Bullocks, Cows, Heifer, Calves, Buffalo men and women and Buffalo Calves.
