Bad Display at 3-year-old Farm Websites Also

Nagpur: Following the dismal performance of 10-year-old plantations carried up from the forest department from 2008 on 124 websites in the nation, another test record on three-year-old plantations completed through 2016 rains shows disappointing performance.
According to the Assessment Report (512) published in May 2021, from those 166 sites assessed in 2018-19, 50 percent (83 plantations) have under 40% success.
This reflects the inadequate implementation of this programme, ” the report says.
Out of complete 1,704 plantations covering over 35,886 hectares, 166 units in 3,674 hectares (10 percent ) are assessed in 11 groups — Nagpur (16), Chandrapur (8), Gadchiroli (6 ) ), Yavatmal (16), Amravati (5), Aurangabad (25), Dhule (19), Nashik (32), Thane (12), Pune (14), and also Kolhapur (13).
According to the report, most of these 166 plantations, just 61 (37 percent ) can be termed as effective as of now while 87 (52 percent ) are partly effective and 18 (11 percent ) are neglected ones.
Just 15 (9 percent ) websites have success over 66 percent, but the development of seedlings in a few of those websites are bad.
These plantations don’t last while they get to the 10th calendar year.
“It is a fact that the record points out underlying deficiencies and infirmities in execution.
It requires introspection and will need to reevaluate the execution of this flagship programme of the forestry industry and initiate reforms to achieve greater achievement,” stated SP Wadaskar, conservator of forests (Assessment ).
Of the 166 websites, therapy maps were ready for 145 displaying planting space, nullahs, firing lines, and review route etc..
Of these, only 15 were around the mark.
At Nagpur Circle, no remedy map has been ready in most 16 evaluated components.
In any case, just 50 measurement publications, which reveal expenses incurred and particulars of job, were upgraded.
Just 104 plantations comprised signatures of RFOs along with the remainder 58 had no ribbon.
This indicates that RFOs had left obligations without assessing the amount of functions.
“That really is doubt and disobedience of directions by RFOs and ACFs within this significant planning exercise at the farm programme.
This is definitely one of the key reasons behind the bad condition of plantations,” the report stated.
Such malpractices offer considerable scope for corruption and also circumvents confirmation of implemented works, said the report that blamed senior officers because of not even carrying any attempt to rectify such an irregularity as this lacuna had been pointed out in previous merged reports too.
Another defect pointed out is that the gap in the region.
The complete area of 166 plantations according to the listing of woods branches stands in 3,673 hectares, whereas the test data reveals it since 5,616 hectares.
“This implies farm space isn’t demarcated correctly.
Anyway, in 24 sites seedlings were implanted under the current trees or quite near the tree trunks.
Additionally, 56 websites revealed that plantations were close pathways using traffic and cows,” the report stated.
Another facet is that 85 (51 percent ) partly effective plantations are most likely to be a failure if appropriate care isn’t taken, such as some construction operations.
The report said that even though spending a enormous amount, the anticipated results aren’t coming repeatedly.
That is a critical problem, which has to be addressed with sufficient care, ” it said.
EXPENDITURE ON PLANTATIONS * 156 websites (39,72,692 seedlings) * Rs32.43 crore spent * number of 10 websites (2,84,048 seedlings) from Amravati, Aurangabad, Kolhapur, Nashik, Pune & Yavatmal not contained * 56 successful websites | Rs11.78 crore * 81 partly successful websites | Rs17.18 crore * 19 failed websites | Rs3.48 crore * Typical cost per website | Rs20.79 lakh * Typical cost per plant | Rs82
