Nagpur: In colossal waste money government, the Bamboo Development Board of Maharashtra (MBDB) bought eight bamboo chemical processing plants for more than RS1.12 Crore, but no one operates.
Information sought by Social Workers Manoj Waseke under the RTI Act reveals that this chemical processing plant is also not operational, or they are not in accordance with the contents specifications issued by the Indian standard Bureau (BIS).
Watere said, “There is no agreement obtained from the Maharashtra pollution control board (MPCB) to establish and operate these factories.
Thus, the pollution control law has been violated.” Next, plants are the danger of safety because they do not meet the norms Quality norms set under the rules of Maharashtra, 1963, and BIS factories.
One factory was also purchased by the Bamboo Research & Training Center (BRTC), Chichpalli, which was claimed to be one of the largest training institutions in the country.
When asked under RTI to provide MPCB approval and factory licenses, the BRTC has responded by saying relevant permits and licenses are not available in his office.
“The engine purchased under the National Bamboo Mission (NBM) fund has been carried out directly by MBDB as a government procurement.
However, there is no provision for the construction of the factory to accommodate machines, for labor recruitment, working capital, and sales and marketing of bamboo products.
The machine obtained by MBDB is lying and rusty, “Wahane said.
Reply to another RTI query revealed that MBDB, which is a nodal agent in the state to implement the National Bamboo mission (NBM), approved RS33.12 Crore in 2018-19, but receives more than RS16 Crore, which is distributed for the implementation of various schemes to promote cultivation Bamboo under the guidance of experts.
However, one of Anand Fiskey’s bamboo experts, whose names is in the list of experts, said, “I have no information or ideas about the schema and money distributed.
I learned about it from RTI documents.” RTI’s answer also revealed that the MBDB has been diverting Funds and do not use it in accordance with the annual action plan approved in the last three years.
Bamboo Consultants and Sanghatan District Mantri Aam Party Aadmi (AAP) Pratap Goswami Allegations that in accordance with RTI Information, not a private bamboo unit has been given financial assistance regardless of the provisions to help more than 60 personal bamboo units in the past three years.
“From the Crore RS8 approved for the financial year 2020-21, there is no amount that has been spent so far without connecting legitimate reasons not to apply the annual action plan,” Goswami said.
He said there were also incompatibility about RTI information.
Responding to the RTI query in a group of the same documents, the Maharashtra Forest Development Company (FDCM) has recognized more than RS16 Crore from MBDB in 2018-19.
However, in response from MBDB, it was stated that RS2.48 Crore was released to FDCM in 2018-19.
“After seeking the purpose of the transfer of funds, the MBDB has stated that he has asked for relevant details to FDCM.
However, FDCM has issued a letter to MBDB which states that the information sought is confidential and therefore cannot be shared with RTI applicers,” Goswami said.
Contradiction in RTI replies MBDB and FDCM show serious financial irregularities that require an investigation by the wing of the wing (EOW).
Forensic audits must be done earlier to dig errors, he demands.
