Black Guy’s death fuels debate over police shooting cars

ELIZABETH CITY: Police departments across the US – such as in huge cities like New York and Denver – rigorously restrict shooting at moving cars since they believe the practice inefficient and not at the danger to human existence.

But heaps of shootings still happen annually – with lethal consequences – since many branches continue to provide officers a lot of leeway to start flame, as stated by groups advocating for stricter regulations.

Some law enforcement specialists say shooting at moving vehicles must be avoided.

“Unless somebody in the vehicle is shooting police officers, it is possible to find that car yet another day – but you cannot get that life again,” explained Chuck Wexler, executive director of this Washington-based Police Executive Research Forum, a nonprofit, independent group that analyzes policing problems.

“The entire idea isn’t to place yourself in a situation in which you believe you don’t have any alternative but to use lethal force,” Wexler said.

“We do not need police officers to stay in front of automobiles to risk their own lives.

And we do not need them shooting vehicles to danger life”

The policy also says that a deputy should only fire if he or she”reasonably believes there are not any other practical means available.”
Wexler said this type of policy provides too much leeway to deputies to place themselves at risk – and to start fire.

The principles, he explained, must be”quite restrictive and followed by instruction.”
At an 2016 report, the Police Executive Research Forum called for stringent limitations on shooting at vehicles unless additional force is used.

It mentioned a decrease in deadly force instances leading to New York City’s coverage.

Shootings by the town authorities declined from almost 1,000 annually in 1972 into 665 the next calendar year,”and have dropped steadily since, to over 100 annually now,” the report said.

New York City changed its coverage from 1972 after an officer shot at an 11-year-old boy that had been urinating in a stolen automobile.

Before this season, Phoenix commissioned a more rigorous policy on shooting at moving cars.
