Bhubaneswar: Comtroller and General Auditor (CAG) has slammed the state of higher education in Odisha in his recent report on Thursday on Thursday.
The report said the gross registration ratio (GER) 22.1% in Odisha between 2014 and 2019 was below the national average of 26.30%.
It slams the state government because it does not develop a special plan to increase the ratio.
Although the SC / ST population consists of about 40% of the total state population, the report says the parity index and gender from the SC / ST category remains below the national average.
Even when the State Government has formed the Odisha State Higher Education Board to promote higher education and research in the state through planning and reform, CAG said the aim of the council was not fulfilled because the body had not prepared a plan.
CAG also shows a poor function of career counseling cells at the Utkal University (Law), North Odisha University (Nou) and 32 degrees College.
It is said to be less than the optimal function or the absence of placement cells and career counseling and work exhibitions in these institutions while the amount released to regulate work exhibits is still not used.
At an average of 26.10% of Law students and 3.79% of Nou students can obtain placements through cell placement / work exhibition between 2014 and 2019.
Law and Nou have facilitated placement of 1,089 and 70 students, through work exhibits during that period, said CAG in his report.
The percentage of students who qualifies in various competitive examinations in Law range from 2.23% and 27.10% of 2014-19, except in 2015-16, when it was 40.19%.
At the Nou, the percentage of students who qualified in competitive exams ranged from 3.50 and 7.72% during this period.
CAG has criticized various government departments not to send a utilization (UC) certificate.
In his report on state finances, CAG said UCS for the number that combines RS 36,193 Crore remains prominent against 36 government departments in March 2020 since 2003-04 and so on.
During 2019-20, the government released Rs 28,465 Crore as a grant – in assistance to various institutions.
From this, UCS was not accepted with respect to RS 16,301 Crore (57.27%).
Therefore, there is no guarantee that RS expenditure 16,301 Crore has actually been issued for authorized purposes, the report said.
The report said even when Odisha had a good focus on the focus on development expenditure, social sector expenditure and capital expenditure during the 2019-20 Vis-Vis general categories had lower expenses in the field of education and health care.
