CAG: Noida, Industrial Authority, but only 5% of land for industry

New Delhi: Setting up the Under Up Industrial Area Development Act 1976, Noida Authority failed in its main objective to promote the industry, performance audits by Comtrrollers and General Auditors (CAG) have shown.
The CAG report, submitted at the Uttar Pradesh Assembly on Friday, said that only 5% of the total land obtained by the Noida Authority could be developed for its main purpose, namely the industry.
It was indeed trying to promote the industrialization at a lower price for industrial plots, which subsided through profits obtained from land sales in segments such as housing and commercial.
However, CAG observes, the Noida Authority is needed to ensure that the benefits of this subsidy level are forwarded to the true industrialists who are interested in investing the earliest and not to investors or land traders.
A striking example of undesirable blessings in screening applications and discretionary rations of industrial plots are discovered by CAG.
Deviations from the procedure are very striking so that the state government on September 30, 2020 directs the authority of Noida which in any case must use industrial plots other than those mentioned in allotment conditions.
CAG calculates monetary differences between the actual benefits for repetition and charges collected to use industrial plots for commercial purposes to reach RS 333.17 Crore.
Conversion fees for land in the Mixed-Use category are decided as 50% of differential values ​​of commercial and industrial properties.
The value of commercial property is much higher than industrial property.
Then, the accusation was reduced to 25% of differential values ​​on popular requests.
Interestingly, the accusations diminished to 10% of differential values ​​at the 18666 board meeting on September 18, 2015 quoted public demand for reduction, the CAG report said.
In addition, the provisions of the deposit are subject to further fees enhanced by the Board in December 2017.
Instead of the full cost, 20% of allegations will be saved at first and the remainder in 10 installments paid six months.
CAG observed that a 10% reduction of irregular differential values ​​and did not have justification because public advice was invited at the initial reduction and considered.
Thus, CAG noted, the application of a limited scheme along with a reduction of accusations in arbitrary ways clearly shows that special dispensation is expanded to all showrooms, art galleries and museums.
Mixed land use facilities are available for all on the ground floor of the industrial plot at 25% of the ratio of the floor area which is permitted (far).
CAG said Noida has identified 36 cases where Allastee uses property for activities outside the rationing conditions.
Among them are 10 car showrooms that use industrial properties.
In August 2020, only 10 Alottinge had deposited conversion fees and no maps were approved based on mixed land use policies.
