Kolkata: The State Election Commission (SEC) in a written statement for the Calcutta High Court on Monday said his plan to hold 114th elections – exclude Kolkata, scheduled for December 19 – separately in May 2022.
The state government in May Affidavit was previously for HC has proposed to complete city selection in phase on April 2022.
The bench will hear this problem again on Tuesday.
SEC stated it would, consulting with the State, announcing the schedule of the right polls later, taking into account the Covid situation, the Madhyamic exam in March 2022, the West Bengal Bengal secondary council exam in April 2022, other board exams (ICSE / ISC / CBSE) Not yet announced, and a number of festivals such as Sankranti Makar, Mela Gangasagar, Holi and Poila Baisakh.
The state, in his letter to second on December 4, has caught his attention to the Omicron variant of the Covid virus.
“…
The impact of this variant in this country is still uncertain.
It must be considered while completing the city poll schedule,” an additional secretary wrote to seconds.
Based on the Consultation of SEC has stated that compiling the tentative city selection timeline, as stipulated in Section 8 of the West Bengal State Election Act, 1994, Joint Secretary of the Indranil Commission Mukhopadhyay handed over a written statement to HC on Monday.
In Affidavit, Mukhopadhyay compested prayers by BJP Petarton Pratap Banerjee to accommodate all the vote counts from all city joint polls.
He stated that the SEC had 15,687 EVMS, where 7,210 will be used in the KMC poll.
“All these EVMs must be safely stored until the conclusions of the city polls if the KMC polls are not stated on the date notified,” SEC said.
The SEC also points to a practical problem in storing nearly half of the total available EVM used in the KMC poll.
It was said that since elections to other cities were proposed to be held in phases, the Commission had to reuse EVM after each city poll and thus the declaration of results after each poll needed.
The SEC also said that in the election procedure, the code of ethics prevailing since the announcement of the KMC poll must continue until the completion of the entire city poll process in May 2022.
“Advanced enforcement of the model behavior in the KMC for months together will not be feasible,” he said.
Secretary Joint SEC is then mentioned in a statement that the general election for all cities cannot be equated with the selection of assemblies because every city based on law is a separate entity, unlike West Bengal legislators.
Governor Jagdeep Dhankhar has asked the Commissioner of the Saurabh Das State Election to update it to the KMC election preparedness, in Raj Bhavan on Tuesday.
The governor also wants the input from the watershed on the requirements of the central forces (CAPF) to resist the free and fair polls.
