Kolkata: The election commission has finally provided an initial nod to the demand for the Trinamool Congress to do Bypolls in several assembly constituencies that have been empty-lying either due to the resignation or death of the existing MLA.
In a letter written with the District Election Officer (DEO) of five districts, the Head of the State CEO (CEO) has asked them to regulate first hand testing for EVMS and VVPATs.
In a letter written to Deos from five districts, including Kolkata, 24 Pargana, Nadia and Cooch Behar on July 16, the CEO of Ariz Aftab ordered them to conduct a first level inspection (FLC) of all EVMS and VVPat following the standard protocol placed by the Election Commission.
AFTAB states that during FLC, all standard protocols such as ‘sanititis, social distance and face cover’ must be followed.
According to the schedule announced by the Polling Panel, the FLC will begin on August 3 and must be completed on August 6.
According to the EC schedule, there are 3,414 EVMs and the number of VVPats equal to total and at all 62 engineers to be deployed for inspection.
When asked about the process, said an EC senior official, “We cannot say anything about the date because it will be determined by the Commission, but it is certain that the polling panel is preparing Bypolls and FLC is the first step towards it.
There are many other factors It should be considered before the announcement of the last date.
“The direction of the poll panel came a few days after six members of the Trinamool Congress of the Parliamentary Party met the election commission on Thursday and urged him to do Bypolls in the sixth six seat assembly chairs.
In the memorandum submitted to the poll panel, the party stated that by reducing the number of Coronavirus cases in the state, the condition was conducive to bypoll with the appropriate Covid protocol.
The selection of by-election was very important for the head of the Minister of Mamata Banerjee, who lost the Assembly poll to Suvendu Adhikari BJP in Nandigram.
The constitution allows a person to occupy the position of minister for only six months without being selected as the legislature of the country or two parliamentary houses.
The mandate that a minister who is not a legislative member for six consecutive months will stop occupying a position at that time.
So it is unavoidable that Banerjee was chosen to the Assembly on November 4 to continue as Chair of the West Bengal Minister.
When asked about Bypolls, said Banerjee, “The Election Commission has asked us about the selection for two chairs of Rajya Sabha, but it did not ask anything about the assembly chair.
We have notified that we are quite ready to do a good selection for both Rajya Sabha and The assembly chair lying empty.
“Dinhata assembly chair and Santipur fell emptiness after BJP leaders Nisith Pramanik and Jagannath Sarkar resigned as MLA and chose to maintain their parliamentarian membership.
Borough Banerjee’s pocket from Bhawanipore also fell void after the Sovandeb Minister of State, Chatttopadhyay resigned to facilitate the election of the chair.
The selection of by-election to Khardah and Gosaba each at 24 and South Parganas, has been required by the death of Trinamool Mlaas Kajal Sinha and Jayanta Naskar, who has given up on Covid-19.
However, the Commission did not mention anything about two assembly constituencies – Samserganj and Jangipur at Murshidabad.
The chairs fell passively after the death of the candidates during the election of the assembly was held earlier this year.
Polls are then postponed without limits because the second wave of Covid-19 goes berserk in the state.
At present, Banerjee and Minister of Finance Amit Mitra are two non-legislators in the Ministry.
While partners have expressed their desire to retreat because of poor health, Banerjee needs to win the election to enter the State Assembly.
