Conjugal Visit: Haryana to allow parole for prison prisons

Chandigarh: In what can be seen as a revolutionary step to bring change in old prison regulations, the Haryana Department has decided to allow parole or leave for prison prisoners in the state for a shared visit.
The State Authority has made a decision after considering the right to procreation during the detention and visit of conjugal by married inmates and qualifying in terms of the decision passed by the Punjab High Court and Haryana in Jasvir Singh versus the state of the Punjab.
The state government of the State has now formed a prison reform committee, led by retired High Court Judge, Justice H S Bhalla, to frame the rules for prison inmates for husband-wife visits.

The prison reform committee will formulate a scheme for environmental creation for conjugal and family visits by prison inmates.
The panel must identify the category of prisoners who are entitled to the visit, given the beneficial nature and objectives of the reform of the facility.
The committee will also recommend the desired amendments in the rules / policies to ensure parole grants, leave for conjugal visits and feasibility conditions for the provision of assistance.
The committee will also classify prisoners who have no right to visit together and determine whether husband and wife, who are equally punished, must be a policy problem entered in such a list of legal and security hazards, adverse social impacts and many weaknesses for their child.
The committee, formed by the New State House Department was told to submit his report in one year after visiting the country’s main prison spot.
Led by Justice Bhalla, the committee will include the former DG (prison) K P Singh, at this time, one representative respectively from the Advocate General Office and the Ministry of Justice and Social Empowerment.
Information about the state government’s decision to provide parole / leave for husband and wife visits and the constitution of the prison reform committee has been given through a written statement submitted by Rajeev Arora, Haryana Additional Secretary, Department of House.
The prison reform committee will also evaluate the options to expand the scope and reach of ‘open prison’ where the categories of convicts and their families can remain together for a long time and recommend the infrastructure needed to actualize the same thing.
The committee will also make recommendations to facilitate the process of visits by considering the best practices in the field of prison reforms from all jurisdictions, with special emphasis on the purpose of reform, and the rehabilitation of prisoners and the family needs of prisoners.
The committee will also suggest ways and means to improve facilities for the frequency of relationships and connectivity between convicts and family members.
