Corporations to cancel trade licenses for non-compliance

Thiruvananthapuram: City Corporation has rejected the application to collect parking fees by shopping centers and have issued a notification to other malls with a collection of parking fees.
It has been directed that the trade license will be canceled if the shopping center continues to collect parking fees in the area allocated for parking according to the approved building plan.
The company has submitted a counter statement in the High Court which quoted illegality in the conflicting shopping center for parking fee collection.
Applications submitted by shopping centers for licensing updates to collect parking fees rejected by City Corporation quote that the application does not have the required documents such as approved development plans, plans that show parking space, additional space outside the parking lot allocated.
The shopping center pays a license fee of RS 3,000 and makes a daily collection of parking fees every hour of the buyer.
The Civic body has now stopped issuing a license for collecting parking fees except the shopping center owner ‘specifically shows areas in addition to the parking space allocated.
This step follows the direction issued by the Corporate Secretary last week quoting the illegality in the collection of costs for vehicles parked in the approved parking area according to the rules of the building.
In accordance with directives, malls and commercial buildings should have compulsory parking facilities.
Collection of costs is illegal.
The parking area must be maintained as part of additional facilities.
In the event of an additional parking area, the license must be obtained from City Corporation and this permit must be displayed in the parking lot, said direction.
Previous legal counsel advises the corporation of interference in terms of collecting parking fees by private theater and hospitals.
KSFDC (Kerala State Film Development Corporation) which stopped the collection of parking fees in place then forwarded the letter to City Corporation which stated the willingness to send annual payments of Rs 3,000 to collect parking fees.
Even in the assembly of the Minister of LSG and the former LSG Minister has sounded blurred about this problem.
Recently M V Govindan Master replied that the government was not aware of the collection of parking fees in the mall.
He also said that there was no provision to collect parking fees in the area allocated for parking according to the rules of the building.
Meanwhile, former Minister of LSG K Jaleel told the assembly that the building regulations have no provision that the mandate that parking must be provided free of charge in shopping centers and the rules just calling the compulsory parking space.
