Hyderabad: The day after the Telangana High Court issued a notification to the Head of Secretary of Somesh Kumar and other officials in connection with the sanctions of RS 58 Crore for battle related to the insults of the court, sources in the past seven months, 53 new cases have been submitted against CS to make it a respondent .
According to the High Court source and website, as many as 18,000 cases of insult was submitted against the head of various government departments in recent years, including 300 cases against Kumar.
Interestingly, more than 50 cases were registered against Kumar when he headed for the larger Hyderabad Municipal Corporation between 2014-15.
He is also responsible for the principal secretary of income, commercial tax, and the Excise Ministry of Excise and the Main Administration Commissioner.
The source said that among those who opposed the highest number of cases submitted were officers from income, city administration and department of irrigation, GHMC and district collectors.
For example, the current GHMC commissioner DS Lokesh Kumar has more than 500 cases, including 53 new insult cases, which are submitted against it.
He said there had been an example when officers did not apply the court order by giving up on pressure from politicians and superior officers.
“Why does such a situation arise where officers or bureaucrats must appear before the court in the case of insult, pleading guilty and the case falls against them,” he wondered.
K Sunil Good, Deputy Chairperson of the Bar of Telangana, said the justice has become proactive – in protecting people’s rights and giving them justice.
“Even now, the court sympathizes for administration given its own problems in implementing orders in some cases,” he said.
While acknowledging that there was a deviation on the government in implementing a court order, a senior officer IAS said: “The majority of them are not personal or individual cases and the government is made as a party by the court.
Some cases may have been submitted before the post of certain officers.
Unless it comes to The notification, inhumanly it is not possible to track all cases and fall in line with the court order, “he said.
Former Bureaucrat Founder and Lok Satta Jayaprakash Nayaran said coordination problems were abundant in the government.
“The left hand doesn’t know what the right hand does.
Good justice and bureaucracy must respect each other,” he was observed.
