Madurai: Even though the government spends a very large public money under various schemes to ensure that those who need to get the right food, a large number of people still pamper themselves in appeters using children as shields for their activities, Madras has observed and asked the country That’s to curb it.
Justice B Pugalendhi observes that the right to live and live with dignity is guaranteed under the constitution.
Therefore, it is a state duty to ensure that all of its citizens live with dignity.
Judges asked the state government from the department to a special welfare or social welfare specifically to ensure strict implementation of beggar rehabilitation schemes and the prevention of Tamil Nadu from the Beggar law, 1945.
The judge observed that beggars were violations of Tamil Nadu prevention from the law Appeal.
Anyone who is found to beg will be sentenced to six months in prison.
Legislature thinks it is suitable to enforce this law regard it as a violation and to prevent beggars in this situation.
However, it has not been reduced effectively because of the large number of people involved in pleading by children in traffic signals, temples, standing buses and also on the train.
The judge recorded a report stating that the Government Care Camp in Melpakkam in Chennai was founded in 1954.
It is one of the houses managed by the government with the aim of preventing beggars as citizens who are useful by directing their energy to trade learning that is useful for improving their skills , thus allowing them to get their livelihood independently.
The judge also recorded the fact that the house is currently in dilapidated and unworthy conditions for inmate accommodation.
Since 2016, there is no confidence and no beggars are legally declared to be accommodated as a prisoner.
“The central and state governments carry out various social security schemes, however, the scenario has not changed and the number of beggars seems to increase.
Even after 75 years of independence, we have not eradicated poverty,” observes the judge.
The court made this observation while hearing a request for guarantee R Pandiyan, who was arrested by Trichy District Police in July on charges of kidnapping a child and involved in pleading.
Considering the fact that the applicant in Judicial custody for more than 100 days and that the final report has not been submitted, the court provides a law guarantee to the applicant by imposing certain conditions.
