Shillong: The curfew applies in Shillong and cellphones stop at least four Meghalaya District on Sunday amid vandalism and burning of the meeting of the Top militant leader police, who said the officials said.
The night was enacted in Shillong from 8pm on Sunday to 5 in the morning on Tuesday, they said.
Cellular internet was stopped for 48 hours, starting at 6pm, at the East Hills Khasi, Bukit Khasi Barat, Khasi Bukit Barat Daya and the RI-Bhoi District, they said.
The wild incidence of vandalism and burning was reported, potentially disrupting the peace and tranquility of the public and caused the threat to public safety, the CVD Diengdoh home secretary said, quoting a report from the police headquarters.
Violence was reported from these areas as Cheristerfield Thanghiew, a militant who had surrendered, was placed to rest in the cemetery in Shillong after being killed by the police at a meeting at his home on August 13.
Thangkhiew was allegedly the mastermind from a simultaneously an IED attack since his surrender in 2018, police said.
The Director General of Police R Chandranathan said there was a lot of evidence against Thanghiew when he sent his team to capture the “retired” secretary of the National Liberation Council Hynniewtrep (HNLC) which was prohibited.
Thangkhiew allegedly attacked the police with a knife when his house was raided, provoking a reply shot where he was killed, Chandranathan said.
Hundreds of supporters carry a black flag when his body was taken to the cemetery.
Government vehicles were damaged and police vehicles were burned in the Jaiaw Shillong area allegedly by supporters, police said.
Prohibiting cellular internet, the Chairperson’s Secretary said, “Messaging systems such as SMS, WhatsApp and social media platforms such as Facebook, Twitter, and YouTube tend to be used for image, video and text transmission and have the potential to cause legal damage and order.” The night was put in place in Shillong through orders issued by the East Khasi District Administrator Isawanda Laloo.
MEGHALAYA Commission Human Rights have also taken Suo Moto’s awareness about the meeting, noting, “Instant cases seem to have resulted in gross human rights violations which according to article 21 of the constitutional mandate for personal life and liberty protection for every Indian region.” The Commission has directed the secretary.
The main thing to submit a detailed report on the incident within 15 days, failing which according to the Commission will conduct a self-investigation of the problem.
