Thiruvananthapuram: The government has entrusted the commissioner of Regional Development (DDC) with the task of implementing the e-office program in each district.
This step comes in the middle of a complaint from DDC so that they do not have a clear role and that their appointment is amounted to a waste of talent and does not lack insults.
DDC has been appointed as Chair of the E-Governance Community (DEGS) in each district, a post held by district collectors.
Degs are institutions that implement various government e-governance programs.
The government has appointed young IAS officials as DDC through executive orders in October 2020, in 10 districts, who have completed their working period as sub-collectors.
DDC is considered to represent collectors in forums or important meetings that can be attended by collectors.
It is said they will report to the main secretary through the collector, which will also be their reporting officer for the annual performance assessment report.
The order has said that they will be equivalent to district collectors, in terms of other benefits such as vehicles, housing, staff and security.
Contrary to expectations, DDC posts, instead of increasing the quality of governance have led to cross-functional functionality, confusion and conflict.
In the last meeting the IAS association was held in December last year, it was unanimous with the responsibility of DDC it was unclear and the officers appointed as DDC only attended meetings delegated by collectors.
Even in such meetings, they do not have other roles except to take problems discussed in meetings with collectors.
Although DDC is also a nodal officer for certain priority projects, without administrative or legal power, they hold a named post from Nodal officers.
DDC regularly faces problems related to delays in drawing salaries and passing bills.
In addition, there are no particular staff patterns that are repaired for their offices.
Most of the DDC currently works with one or two staff ‘loan’ from other departments.
DDC participating in a unanimous association meeting made it clear that their post did not have a role in administrative arrangements because most of the social development work was in the power of LSG and various actions passed by the legislature.
Similarly, infrastructure development work is carried out by professional institutions, where DDC does not have the expertise or strength of administration.
