Delay road project costs Bihar Govt RS 1.375CR: CAG

Patna: The delay in the acquisition of land in the district bordering the construction of 729 km of roads parallel to the border under the Indo-Nepal (INBRP) road project resulted in an increase in project costs of 1,375 crore and construction of only 24.5 km of road.
While the Indo-Nepal border is 1.751km, the construction of 729 km street parallel to the border in Bihar is subject to sanctions in 2014 and it must be completed on December 202, 2019, only about 25 km of roads built, because there is a delay in the acquisition of land needed for the road INBRP, coupled with various types of irregularities in the acquisition of land.
The worst situation was reported in the acquisition of land in the West Champaran district.
It has been taken in the Comptroller Report and Accountant General (CAG) for 2018-19, ending March 31, 2019.
Three CAG reports containing reports on general issues, in financial related aspects and also connected to the Public Sector Undertakings (PSU) submitted at The State Assembly on Thursday by Deputy Finance Minister CM-Cum-Country Tarkishore Prasad.
After this, the Accountant General (Audit) for Bihar, Ram Avtar Sharma, talked to the company.
The original cost of the project is the RS 886 Crore and the quantum of the land needed for the construction of the INBRP road is 2,759 hectares.
However, even as 2,497 hectares of land (91%) were obtained, he had different types of deviations as a result of the construction of the road delayed the report.
Although land has been obtained, ownership rights are not transferred to the state government, he said.
In seven districts, land acquisition cannot be done.
The combined effect is delay at the start of the work and escalation of project costs by Rs 1,375 Crore.
The project revision fee has increased to RS 2,244 Crore.
Furthermore, the company assigned the task of implementing the project given an advance RS 92 Crore, but the utilization certificate was not submitted.
The company, in fact, left work, because the land was not available to do construction work, the report said.
The company prepares the DPR, but does not contain road alignment.
When the DPR shows, the road will be built away from the checkpoint.
Overall, the company has identified 121 bridges for construction.
Working only 101 bridges has finished.
In addition, 23 bridges do not have a way of approach.
