Delhi: DDA makes flexible & interesting land pooling

New Delhi: Delhi Development Authority on Tuesday gave its final approval of additional development (ADC) control norms for areas notified in ambitious soil collection policies, to make it more attractive to landowners & private developers.
The proposed ADC norm, which will see the implementation of new features such as vertical mixing and development rights that can be transferred for the first time in Delhi, approved at the authority meeting chaired by Lieutenant Governor Anil Baijaal.
Policies, which are notified in 2018 and aims to overcome the complex land acquisition process by making land owners equal to development partners in the development process, have seen 6930.4 hectares of land delivered to collect up to December 20, 2020, through the web portal launched on In February 2019.
While DDA is playing the facilitator’s role, it works towards initiation of planning and development in several sectors that will meet the requirements.
Officials admitted, in the condition of anonymity, that although overall land had been collected to create sub-cities, land parcels spread and require adjustment due to response from land owners far from what was expected.
“That is why, this ADC norm has been brought to allow more flexibility for developers and make policies more attractive.
Now the use of mixed in land collection areas has also been approved, including the development of high intensity mixtures along the main transportation corridor,” an official said.
Vertical mixing, the first for capital, will allow several uses in one structure with a maximum of 400 and development rights that can be transferred, which is a new concept for capital.
It is possible to build more commercial space in the area collected or more housing, depending on market demand.
“For example, the flexibility to convert commercial use to housing has been permitted as long as the norm is not violated.
Development should not be monotonous, and developers can take land collection projects based on market demand,” the official said.
The total area that can be built at the level of the sector can vary or loaded in various plots in the sector but without exceeding the maximum limit of the maximum of this sector, so the overall balance is maintained.
New norms also allow developments plotted in fields that are notified for a collection of land in a group of 5,000 sqm minimum size on a clean housing plot.
Priority has been given to walkability, improving open space, public plaza and the front active in the sector.
The proposed ADC norm will now be forwarded to the Ministry of Housing and Urban Affairs of the United States for its final considerations and notice.
This policy is valid for the Delhi urban extension area, consisting of 95 villages.
All areas are divided into 109 sectors, with an average area of ​​250 to 350 hectares in each sector, which is expected to accommodate a population of 80,000 to 1 lakh.
Another important decision taken by the authority includes the Constitution of the Board to review objections and suggestions received at the design of the Master Plan for Delhi-2041.
Dda works to get the final approval for MPD-2041 in December.
DDA also approved the modification of nomenclature for the plot intended for the sports complex in sector-19 Dwarka to call it an international sports complex.
This area is expected to be entertainment and tourist destinations with real estate development such as hotels, retail, convention centers, housing, etc.
It was decided at a meeting that the facility would be available to the public not only based on membership but through payment of service -and-play too.
Dda also changes the use of land from housing on transportation for multi-level car parking facilities at IDGAH Road, which will help the North Corporation and DMRC to build facilities, which emerge as an integrated project with the METRO Interchange Station Prophet Karim proposed phase IV.
