Delhi: Why Single Use Plastic Phase Does Not Have Teeth

New Delhi: Although the first stage of removing a single plastic announced by the central government is only five weeks away, officials of three Delhi Civil Agencies state that there are still no regulations that make it possible to apply a ban or uphold the rules.
A senior official from the Sanitation Department said the draft regulatory of plastic waste management was sent to the Delhi government in 2019, but there was no notice released until now.
“There is still no legal basis to confiscate or force Challans to have items that are being banned,” added the official.
Citizenship agencies have been asked to be ready on September 30 to ensure that a plastic bag of less than 120 microns is not available on the market, compared to 50 microns.
This center has requested a single plastic goods to be removed from all over the country in three phases.
In phase-II starting from January 1, 2022, sales and manufacture of earbuds, plastic sticks, balloons, plastic flags, candy sticks and polystyrene (thermokol) will be stopped.
From July 1, 2022, 13 items, including plastic plates, glasses, glasses, and other cutlery, will be deleted.
Other sanitation department officials said actions against plastic bags of less than 50 microns were being carried out on the orders of the National Green Court, but new regulations would be needed to take action against other single use items.
“We are still waiting for notification of regulations.
It seems that the process is delayed because of the election and then a pandemic,” added city officials.
From a strong few to RS 50,000 as a deterrent, to transfer more responsibility on manufacturing and plastic importers, efforts have been made by draft-Pracets to control the flow of plastic waste in Delhi, which is the largest producer in the country.
Reports issued by the Central Polution Control Agency in 2015 stated that Delhi produced 689.5 tons of plastic waste every day and most of it remained processed.
Therefore, at the secondary level of storage, the main regulation proposes the creation of material recovery facilities by companies where plastic will be separated.
The proposed regulatory design that the main responsibility of multilayer plastic packaging collection will be on producers / importer, which must make the system for it.
The collection plan must be submitted to the Delhi pollution control committee.
Failure to make modalities for waste collection as part of the responsibility of the expanded producers will invite a fine of RS 50,000.
The timeline to remove multilayer plastic that cannot be recycled is also regulated.
Under Chapter 7 of the rules, there are provisions to collect users’ fees for plastic waste.
Prohibition of plastic goods using a single, including disposable cups, plastic bottles, etc., will be imposed on institutions such as government or private offices, colleges, universities, malls, hotels, tourist attrigers or religious.
A DPCC official told TII, “The file for notification of plastic waste management regulations is with an urban development department.”
