New Delhi: Draft Regional Plan 2041 for NCR, which has been circulated among member countries, has examined short-term and medium-term leases for 5-10 years with “plug and play” facilities instead of current long-term rentals 70-90 year.
It has also imagined a new category of land aggregators throughout the NCR to maintain “agile” land settings in the future.
In the plan design, the NCR planning board (NCRPB) has proposed that there can be a third party aggregator, both in the government or private sector or by both.
“They will make land arrangements from landowners and consolidate them on the one hand and enter into a 5-10-year dynamic rental setting with investors / industries on the other hand,” said the document.
It is said that such regulations will cemeterize economic growth in participating countries by allowing rapid change in economic production to adapt quickly to dynamic and rapidly changing global markets.
It has claimed that a rapidly growing global economy such as Vietnam and Taiwan benefit from such short-term land arrangements.
However, land rental proposals to private entities to act as “aggregators” have met with objections from the government Haryana, TOI has learned.
The state government declares NCRPB that the problem must be submitted to America.
The draft regional plan, which focuses on efficient land use throughout the region, has proposed that land use provisions should only determine the negative list of activities that are prohibited for ‘convenience to’ business rather than putting a complete list of all activities permitted.
The proposed plan also imagined that the entire NCR center (the area of the center of Delhi to East and Western peripheral express) will be fully planned and borne under the area told from the parties concerned.
This means that all non-notification areas in this region will be brought based on developmental control norms for planned growth and development.
