Drop Proposed Amendments to Representative Rules of IAS (Cadre): Kerala CM Vijayan to PM Modi

Thiruvananthapuram: Kerala on Sunday urges the center to drop the steps to bring amendments to the Regulation Rules (Cadre), by saying that it will create “fear of psychosis” among civil servant officials to implement the state government policy.
In the letter to Prime Minister Narendra Modi, Chairman of Kerala Ministers Pinarayi Vijayan said the deputable rules are currently very loaded for unity and bring further unity will weaken the roots of the cooperative federalism.
“Amendments proposed in the reputation rules of all Indian services will definitely induce fear psychosis and hesitant attitude among all Indian service officers to implement state government policies, which are formed by parties / parties that are politically opposed by the ruling party at the center” , said Vijayan in the letter.
He said the Kerala government believes that the “proposed amendment” can be dropped.
“In our federal settings, the state government with the central government because both are chosen by the people, although the distribution of authority in the constitution does provide union jurisdiction in various subjects.” We need to realize that in a vibrant democratic and federal government, state and central can be ruled by political formations with very different ideologies and political views.
But these governments function in the constitutional framework, “the letter said.
The Union Government has proposed amendments to the IAS (cadre) rules, in 1954, which will enable it to post an IAS officer in the central deputation, past the organization of the state government.
