Bhubaneswar: an engineer and a stylish Godman was captured by the wing of the wing (EOW) of the state crime branch on Sunday for alleged surrender as a senior official of the corporation of Odisha tourism development (OTDC) and deceived the contractor RS 3 Crore.
The defendant was identified by Detective as Chandan Akash Mohanty, Engineer, and Bijayananda Choudhury aka Swami Bijayanandaji Maharaj, Baba who proclaimed himself.
They allegedly took RS 3 Crore from Dhanurdhar Champatiray, a special class contractor, and gave him a fake work order to renovate two hotels managed by OTDC – each in Barkul in Khurda and Rambha District in the Ganjam district.
Eop said Chelayatiray desperately looking for several civil construction work in the middle of the pandemic in May last year when one of his relatives advised him to meet Baba who was self-proclaimed, who used to live in the CDAC area.
The contractor met Bijayananda, who allegedly introduced himself as the chairman of the OTDC and corporate members of Indian tourism development Limited, and convinced the former to issue a multi-crore work order to him.
Bijayananda then got Champatiray introduced to Chandan, who identified himself as an assistant engineer with OTDC.
“We learned that Chandan used to work as an assistant engineer with OTDC based on a contract until May 31, 2019.
When the contractor meets Chandan, he is no longer with OTDC,” said an EOW official.
EOP expressed a surprise that Champatiray, who was a special class contractor, did not bother verifying the credentials of the two people.
“Because he was a contractor, he should have known the Ministry of Tourism and OTDC officials.
But he was fooled by two fraudsters and transferred almost Rs 3 Crore to Bank Duo’s account to carry a contract,” the official said.
The Probe agent said the defendant released 23 fake work orders from August to November 2020 for repairs and renovating Pantha Nivas in Barkul and Rambha.
This order brings a fake OTD logo and bears fake signatures from OTDC executive engineers.
Realizing that he had been cheated, Champatiray recently attracted OTDC’s attention with fraud and looked for actions against the duo.
After this, OTDC filed a complaint with EOW a few days ago.
