Nagpur: In an effort for voters to view the upcoming city selection, the Nagpur Municipal Corporation (NMC) General Agency on Monday decided to begin the process of improving works even without administrative approval.
The public body also decided to complete the work of street lights and the long waste line waiting.
Recognizing the complaints of corporators about work-long work and only three months left for elections, Mayor Dayashankar Tiwari directed the administration to avoid the process of finding approval from the fixed committee before issuing tenders.
“Some works are approved by the General Agency during the budget.
Therefore, administration must consider all these works as deemed approved.
Send a list of works to the committee stand only for information.
Tender problems and go for short tenders if emergency work occurs and start implementation,” he said.
Code of ethics of city selection is likely to apply in the first week of January 2022.
According to the norm, the administration needs approval from the civil head and then from the fixed committee before going to tender.
Tender the majority of the work proposed in the fiscal budget is currently waiting.
Therefore, the decision has been taken to accelerate this problem.
Tiwari also directs the administration to complete the proposed work from the street lights within 60 days.
This work is waiting for one year.
The mayor also directs the administration to complete the work of repairing and put the waste line by preparing the timeline.
In the last 18 months, there was no waste line work done.
Tiwari has held a special general meeting on Monday to discuss the NMC financial position and assess the status of the proposed work in the budget.
BJP Corporator Dr.
Ravindra Bhoyar accused a large loss in NMC which lacked cash in giving work to put a waste line.
“The waste line clay is carried out as needed.
When work is related to public hygiene, these works must be done immediately,” he said.
For the first time, a large amount of work continued to be delayed, which resulted in severe discomfort for residents, he said.
“Many of the works are exchanged and the RS27 Crore tender is issued.
It is done to support certain personal agents.
Tenders are given to agencies despite citing 26% above estimates of prices, causing NMC losses.
Now, the same agency has pointed a small contractor at 36% below estimated price of NMC.
Small contractors do inferior quality quality, “he thought.
More than this, the mayor directed the administration to hold a meeting with the contractor as soon as possible.
On the income and expenditure side, the administration told the house that the Civic body had received RS1,073 crore in the current fiscal, regardless of the balance of the last fiscal surplus from RS117 Crore, while expenditure was RS994 Crore until April 1.
Tiwari also suggested new sources to increase income.
“The Civic’s body has adopted a channel policy a few years ago.
This is mandatory for private institutions to pay and put the power / optical cable only in the NMC channel.
Therefore, administration must stop giving permission to dig the road.
This will help the Civic body get Income, in addition to preventing road damage, “he said.
Tiwari also directs the administration to learn how other city companies generate income from a tower cellphone.
“NMC cannot remove the cellular tower and also cannot set it.
Some companies have implemented new concepts through which they produce RS150-200 Crore per year,” he said.
The mayor also said that NMC had to start recovering the costs of the shops for the advertising board which was established on the front because the policy already exists.
