Fell sharply in police reform funds because the state failed to use it

New Delhi: The ministry of home releases Rs 103 Crore and RS 89 Crore under the central scheme for ‘assistance to declare the police modernization’ in 2020-21 and 2021-22, with maximum disbursement made until 31 December went to Karnataka.
Because some countries have substantial balances that are not used with them, funds to allocations cannot be disbursed to them.
In accordance with the information distributed by the Ministry of Home with RTI activists based in Kerala, who also happened to be the only country to take advantage of funds released until December 31, 2021.
While the funds released on 2021-22 also rose (RS 32 Crore), Rajasthan (Rs 14 crore), Tripura (RS 6.8) Crore) and Chhattisgarh (RS 5.4 Crore), they report zero utilization – as reflected in the utilization certificate needed to be completed by countries – until December 31, 2021.
The situation is not Too different at 2021-22.
From RS 103 Crore Funds released, which is far lower than the RS 759 Crore which is channeled under the police modernization scheme in 2018-19 and RS 781 Crore in 2019-20, almost not RS 9 Crore used by the state.
Karnataka is the only country that utilizes the police modalization fund released at 2020-21.
The source said the Ministry of Finance since the last few years made the norms for the release of funds to countries under the central scheme harder, requiring a utilization certificate to be submitted by the state before the new release can be made.
Where because it does not accept the utilization certificate from several countries, which is not possible to release funds to these countries, the number that has not been released is collected and released to countries without delayed or late utilization certificates as ‘better performance incentives’, In the proportion of inter-state distribution ratios.
Nampootoothiry told TII that the data distributed by MHA reflected the sluggish approach of many states in the use of funds allocated to modernize their police, even when the threat to internal security increased.
“Audit on time from the progress of the modernization of the police, from the procurement of modern weapons for services provided, is the need for hours as a challenge for internal security and increased border areas.
The Ministry of Home Must ensure that the funds are used effectively and in harmony with the vision of increasing police to the next level .
Countries like Punjab, Gujarat and Haryana and UT from Kashmir must be more vigilant, “he said.
The funding ratio according to the central scheme for assistance to countries for police modernization is 60:40 between the center and state for all countries except eight northeastern states and two Himalayas from Himachal Pradesh and Uttarakhand, where funding patterns 90: 10.
