New Delhi: Finally, the government has notified the constitution of the National Road Security Council, which will function as the main institution at the national level to deal with things related to road safety.
Notifications issued by road and highway transportation this week for the National Road Safety Board (NRSB) is intended to integrate efforts to work with countries to reduce road accidents and increase all aspects of salvation.
Provisions for establishing boards with experts from various fields are provided in the 2019 motor vehicle amendment law.
Some countries around the world including the United States, Sweden and Australia have the main institution at the national level.
The Ministry of Transportation notification determines that the Board will have an advisory role to produce recommendations and proposals for the central government, which includes the formulation of specific standards for road safety, traffic management and road construction for hilly areas in the country.
It can also provide advice and technical assistance to the central and state governments and local authorities on road safety administration and traffic management.
The Board can also determine the guidelines for building and operating trauma facilities and paramedic facilities to deal with injuries related to traffic on the road.
The proposal for peak boards at the national level was first debated in 2007 in the Sundar Committee report.
This panel is formed to present notes to the empowerment secretary committee for the creation of the Directorate of Road Safety and Traffic Management and requires amendment to traffic law as needed.
In January 2005, the Cabinet Committee on infrastructure led at that time Prime Minister Manmohan Singh had directed the Ministry of Road Transport to present records prepared by a special panel.
According to notice, the Board will have the Chairperson, Members and Technical Committees under experts to deal with various aspects of road safety including vehicle engineering, data collection and accident investigations.
The Board will have officials from the Ministry of Road Transportation and state governments which will become members of the former office.
The chairman and member will be appointed by the central government after the recommendation by the search-cum-selection committee under the leadership of the Secretary of the Union Road Transportation.
These people must have special knowledge about or professional experience in administration, road safety, city planning, law, traffic management and regulation, health and advocacy, enforcement and investigation, transportation, insurance, car engineering, and public transportation.
The Sundar Committee has recommended that the broad-based selection committee consisting of the Cabinet Secretary and Secretary of road transportation and DGS Health and CSIR services must arrange a panel from where the appointment will be made.
“The broad-based selection committee and transparent selection process are needed to ensure that the best talents are available both from the government and the market are recruited,” he said.

It was very encouraging that the notification came on the sixth day of the week of injury prevention which was celebrated for the first time from September 1-7.
Experts always demand the need for an integrated multi-sector approach at the central and state level with nodal agents with the appropriate authority and budget.
