The body of two adults and babies was found about 12 meters (meters) from the US border of about 10 kilometers (six miles) from Emerson City in the Central Manitoba Province.
The body of the fourth person who appeared to become a teenager was found later, police said.
Previously on that day, the border agent on the US side was held by a group of people who had just crossed and had baby items with them, but no baby.
This triggered a search on both sides of the border.

Manitoba Assistant Commissioner Jane Maclatchy said the previous press conference he was considered these people “victims.” “We are very concerned that the intersection tries this may have been facilitated in several ways and that people including babies are left alone in the midst of a snowstorm when the weather has floated around minus 35 degrees Celsius, a factoring,” he said.
“These victims do not only face cold weather, but also endless fields, big snow, and pitch black,” he added.
Police use snowmobiles and other terrain vehicles to find areas.
