PANAJI: Cash-starved Corporation of the City of Panaji (CCP) flouted country authorities recruiting criteria while employing six staff members such as a’garden adviser’ who had been paid Rs 60,000 a month as October 2019.
RTI records reveal that CCP didn’t obtain prior consent by the Department of Urban Development, that, at February 2020, denied the appointments of a few of the employees because there was”no adequate explanation for this kind of expenditure” to get a garden advisor.
Records also reveal that despite the division of urban growth issuing clear directions on February 2019 to each of civic bodies to not participate contract employees or daily wage employees, CCP went forward and recruited a garden consultant and an executive director.
In addition, it recruited two municipal engineers, 1 auto engineer and a single waste management planner.
What makes matters even more perplexing is that a number of those staff members have been hired in November and December 2019 while the interviews to the articles were ran in February 2020.
Though the waste management planner has been paid a yearly salary of Rs 30,000, others were paid Rs 40,000 a month.
Back in March 2020, CCP handed a deficit funding of Rs 11 crore.
The section of urban growth instantly red flagged the appointments, even together with then added manager of urban growth Ramesh Naik composing to CCP commissioner Sanjit Rodrigues at November asking the recruiting procedure wasn’t followed while also hiring.
Department of metropolitan evolution issued an additional note telling CCP”to not hotel to interrogate without requiring prior consent” that the civic body required a liberal perspective of.

CCP’s own answer to this RTI program acknowledges that”no financial and administrative approval was obtained by the division of urban growth for appointment of both members” CCP warranted the appointments stating that they have been hired in accordance with the good waste management principles, 2016.
The appointment of this backyard adviser was removed from the standing committee on September 23 with no ad or meeting while the remaining were appointed in the normal council meeting held on March 2.
The nude interviews had been conducted on February 13, the identical day the DMA requested CCP to not employ staff without prior consent.
CCP commissioner Sanjit Rodrigues ran the interviews combined with two CCP civil engineers.
