PANAJI: Revenue Minister Jennifer Monserrate has received orders by representatives of collectors who uphold the ownership of the river navigation department on a plot of land in Dona Paula who have experienced four decades.
On June 24, the Deputy Collector has refused the Claim (GYA) Goa Yachting Association (GYA) on the ground, which is around 250 square meters.
Now, the River Navigation Department (RND) has turned to the advocate generals for legal opinion regarding the Monserrate Stand.
Government sources say that the action of Monserrate has resulted in “enabling government property to be utilized by the private sector” for financial benefits.
After the order in June, Gya asked Monsere, look for the review of the case.
On August 25, Monserrate said that the verdict “opposed the principles of natural justice” because of HR “did not decide on the case of excess”.
Monserrate’s order was confused by government officials, who wondered why the state government was not interested in restoring the main government property from Gya, which had used land “illegally for commercial purposes”.
A record installed at the Ag’s Office has said that General Advocates “must decide whether the decision of the Minister of Revenue remains fooled by the deputy collector adjusting the RND title without providing the opportunity to RND is illegal”.
Tussle for main land is another example where one government department does not protect the interests of other government departments, said a government official.
Interestingly, RTI documents showed that in the record on July 29, Monserrate has warned that the proposed Cave Bhumiputra Adhikarini Bill can encourage those who occupy the government’s land to claim the right to property.
Gya claimed that the land was handed over by the Indian Navy in August 1974, and that the plot had been used to sail since 1974.
In 1989, the office of the deputy collector decided that the title of land vest with RND.
Documents show that this case has been visited between the Department of Revenue and the River Navigation Department.
