PANAJI: National Green Tribunal (NGT) has dismissed the application of the Goa Foundation review, praying for a six-month deadline, instead of the August 31 deadline to complete the Coastal Zone Management Plan (CZMP) for Goa.
Goa Foundation has been looking for a long time to prepare a coastal plan that states that it is to ensure a fair public audience and sufficient time to complete the plan.
The state government has announced public hearing on July 8, after the court, in the order of May 31 has ordered fresh hearing, upholding the argument by the Goa Foundation that the trial on March 7 violated the law.
“The public should not be punished by hasty public hearing and ugly end jobs, only because the state government does not complete the CZMP on time, a few years ago because it should have been done,” said the application.
GCZMA cannot be blamed for delays in preparing a plan, because the country provides a map on January 28, 2021, the petition states.
Furthermore said that GCZMA needed an adequate time to change the 254 plans on a scale of 4,000 after hearing, assessing the CZMP draft itself, then sent all its recommendations to the Sustainable Coastal Management Center (NCSCM), Chennai, which prepared a plan to add details and that the state government Can propose a plan to service only after receiving a corrected version, which is not feasible on August 31.
Most striking errors in the CZMP draft are prepared by NCSCM – which are also recorded by the court.
May 31 – has raised 5,000 objections.
The public hearing held in a hurry will greatly affect coastal communities consisting of those who in trade in fisheries and tourism, said Goa Foundation.
Hearing must be done sincerely and cannot be treated lightly because the 80% of the cave population lives in the beach belt, the application is stated.
