Haryana CM Khattar launched ‘dial 112’

CHANDIGARH: Haryana chief minister Manohar Lal Khattar on Monday launched ‘dial 112’ control room at State Emergency Response Centre (SERC) built at a cost of Rs 42 crore in Panchkula.
Besides this, the CM also flagged off 630 Emergency Response Vehicles equipped with mobile data terminals from Panchkula to all the 22 districts.
Home minister Anil Vij and assembly speaker of Haryana Gian Chand Gupta were also present on the occasion.
After the inauguration, the CM took stock of the entire system, wherein he was apprised that the first department in this control room is communication wing.
The command of this wing has been handed over to the superintendent of police (SP) Uday Singh Meena.
Meena shared that the wing would be responsible for answering and responding to complaints which would be received here.
He informed that the communication officer while giving a patient hearing to the complainants then would upload the actual status of the location of the complainant in a prescribed format, after which the complaint will be immediately forwarded to the concerned department and then further action would be initiated within the fixed time span.
While seeking further information in this regard, the CM also made a call on dial 112 and spoke to the communication officer.
SP, Nitish Agarwal, in-charge of this wing, said that this wing has been divided into three parts which include health, fire and police service.
As soon as the complaint is forwarded from the communication wing, the same is flashed in the control room of the concerned department, after which the dispatch officer will take immediate action tracking the location of the complainant and send a message to the mobile data terminal of the nearest vehicle available in the said area.
As soon as this message is received, the employee posted on the said vehicle will immediately leave for the location.
Along with this, the recorded message of the complainant will also reach the employees deployed on the vehicle so that they can understand the complaint well before reaching the location.
In this way, the complainant or the caller will get help in 15 to 20 minutes.
After this, the CM inspected the special operation wing and while talking to the superintendents of police through video conferencing he directed them to work for the successful operation of dial 112.
Foolproof security of dataThe SERC has been integrated with the mirror centre in Gurugram as well as the disaster centre in Hyderabad so that the data remains secure all the time.
Every call will be recorded under dial 112 and the data of every complainant will be completely secure.
The data will not be deleted under any circumstances.
In case of any technical failure at SERC, then the service will continue to run uninterrupted through the mirror centre located in Gurugram and if the services stop working at both these centres, even then due to integration with the disaster centre located in Hyderabad, the system will run smoothly and the data will also be safe.
The centre will continue to function at uninterrupted speed even in the absence of power supply for four consecutive days.
No border and police station jurisdiction limits while responding to complaintsThere will be no border restriction or police station jurisdiction limits for processing complaints received under dial 112.
The nearest vehicle staff will be informed of the complainant’s location from the control room, who then will immediately reach out to the complainant to provide the necessary help.
ERSS will be a change of era in the history of HaryanaSpeaking on the occasion, the CM said that ensuring the safety of every citizen is the utmost priority of the state government and taking sate government’s mantra of 5S — Shiksha, Swasthaya, Suraksha, Swabhiman and Swavlambhan step ahead, dial 112 – Emergency Response Support System (ERSS) has been launched.
“Haryana’s development is focused on 5S — Shiksha, Swasthaya, Suraksha, Swabhiman and Swavlambhan and with the launch of this single emergency helpline- 112, Suraksha and Swavlamban would be ensured for the people of the State”, said CM.
The CM said that Dial-112 project was initiated by the Union Ministry of Home Affairs to provide a single emergency number for all emergency services across the country.
The state government is committed to provide prompt emergency support to its citizens and hence envisaged developing a robust system that would be a role model for others.
This state-of-the-art system would further improve the overall security scenario and would also help in prevention of crime across the state.
Now the target is to deploy 10 vehicles per assembly constituencyThe CM said that after flagging off 630 Emergency Response Vehicles equipped with mobile data terminals from Panchkula now 300 more such vehicles would also be added so that the target of deploying 10 vehicles per assembly constituency can be achieved.
He said that it was three years back when he after visiting Jerusalem, Israel had seen a rapid response emergency system wherein help was being ensured to every needy within a time span of just 90 seconds.
“After seeing such a high tech system a need was felt to provide this kind of platform to the people of Haryana too and ever since then the blueprint of the Emergency Response Support System (ERSS)was being made which has now been given final shape,” said Khattar.
Speaking on the occasion, home minister, Anil Vij said that Haryana 112 project will bring transparency and ensure accountability among the various emergency service providers which will lead to faster emergency service delivery to the residents of Haryana.
He said that with the introduction of this high-tech system the citizens of Haryana would be able to simply dial the toll-free number 112 and seek police assistance instantly.
