Haryana linked the increase in school fees to CPI, set the formula

Gurgaon: The Haryana government has changed the rules of state education and connects the increase in private school fees with the National Consumer Price Index (CPI).
That step, the official said, was intended to put a hat on an “arbitrary” cost increase by several private schools, in the middle of an appeal from parents for intervention.
Notifications issued on Wednesday by the Secretary of the Additional School Education, said that the governor has agreed to change the education regulations Haryana, 2003.
According to the new rules, schools who want to increase annual costs must follow the formula.
The maximum increase in schools can be charged 5% above the CPI.
For example, if the CPI for that period is 4%, the increase cannot exceed 9% of the previous year’s costs (4% + 5%).
Recognized schools can increase costs incurred under clause (i) sub-rules (4), for existing students by themselves every year, equivalent to the percentage of the average per capita increase in monthly salary from the previous year’s teaching staff, but an increase Costs will not exceed the latest annual percentage increase in the consumer price index plus five percent, “read the government’s notification.
However, the state has made an exception for private school budgets.
Those who charge Rs 12,000 or less per year for class V and schools are maximum cost For grade 6 to 12 is RS 15,000 or less released from the limit.
Officials say new cost structures will take effect from the next academic session.
Schools that do not take part in the cost formula can be fined Rs 2 lakh and may lose their license too, said Officials.
The need to revise the felt cost structure after the cost and r committee Fund Egulation (FFRC) is flooded with complaints from parents about increasing costs.
FFRC has, said source, begging the inability to take any action against the school in the absence of a clear cost structure under the rules.
“School fees have become an urgent problem during a pandemic.
There are several complaints against several private schools.
FFRC cannot take any action due to the limitations of the previous rules.
So, we have contemplated changing the rules to put the definitive cap on the cost structure.
This has been done by considering The interests of parents and schools, “said J Ganesan, director of secondary education.
The changed rules also determine that no school recognized must change the uniform before five consecutive academic years.
And no students can be forced to buy books, stationery, shoes, socks, uniforms, etc.
from shops recommended by the school.
“This formula is defective,” said Col Pratap Singh (REP), President of the Progressive Haryana School conference district.
“To maintain the quality of education provided by the school, the increase must be in the range of 12% to 15%.
But with this formula, the increase will always remain below 8% to 9%.
It will greatly affect new schools that need capital to Strengthen yourself.
If the government wants to instill a cost increase, they should reduce taxes to school, “he added.
