HC: Give all strength to the Dean GMCHS to buy Med Essentials

Nagpur: Urinating on non-compliance of the previous orders issued nearly five years back, Nagpur Bench of Bombay High Court on Tuesday directed the Maharashtra government to frame policies to decentralize the purchase of essential medical and grants to deans government medical colleges and hospitals (GMCHS ).
Division bench comprising Justice Sunil and Anil Shukre Pansare asked the Finance Ministry to take a decision within three months.
“After 27 April 2017, no decision whatsoever is taken on the file regarding the de-centralization are pending with the department.
For the benefit of hospital management which is efficient and appropriate care for patients GMCHS effectively and more quickly, it is necessary that the dean they are allowed to make purchases of all the important things in their own level, as ordered by this Court on February 9, 2017.

On February 2, 2017, while expressing sadness over the process of centralized purchasing, the court said that the de-centralization is necessary because it will be a long way in avoiding unnecessary expenses and save valuable time from the head of department needed to pursue the matter in a different table in Mantralaya, “said Bench.
Earlier, a special adviser to the Government of Firdos Mirza informed that an urgent meeting convened by the Secretary Medical Education and various directives issued by him which resulted in an increase of essential supplies such as IV fluids, medicines, medical equipment and gadgets.
“We appreciate the efforts of the secretary and hope the same thing will continue further to perform medical equipment and medicines needed to treat the patient, as soon as a request is received from GMCHS.” HC said.
Referring to the chart of essential medical supplies put forward by the government, the judges showed that GMCHS in Akola and Chandrapur and special and Dr Ambedkar Hospitals in Nagpur, has provided figures mechanically mind.
“It can be seen from the fact that there is no change whatsoever in drug stocks between January 13 and 21.
We direct the respondents to the latest figures filed in connection with the stock all the important things,” said the judge.
