Thiruvananthapuram: The report prepared by the Assembly Committee was almost not discussed by the Assembly and in more than the past decade, only two such reports have been discussed by a unfortunate assembly, the speaker M Bajesh ruled on Monday.
Providing a verdict based on the point of order submitted by MLA MK Muner, the speaker said that based on the recommendation of the ad-hoc committee in 2009, new rules (205b) were included in the rules of the procedure for the function of the legislative assembly.
This rule is included to provide provisions for discussion about reports prepared by the assembly committee.
However, this has not been used as the number of days where assembly has been capable of reduced and the registered government business must be resolved in a timely manner, said the speaker.
He said that coordinated efforts must be taken so that in the upcoming assembly session, this rule must be utilized and the report discussed in the Assembly, he ruled.
Increasing this problem, Muneer said that the Assembly must take advantage of one hour a week to discuss the issues of public interest which is part of the assembly committee report, according to the rules of 205b.
But this was not done, he showed.
The front clump of MLA U Prathibha also raised the same problem as the point of order.
