New Delhi: The Supreme Court on Wednesday takes the causes of depressed sugar cane farmers, which seeps in debt waiting for decades to receive a fair return for their products, because it is looking for a response from the center and 11 countries on agriculture who are looking for mechanisms to recover almost RS 20,000 Crore, caused by farmers from a sugar factory.

For Sugar Seasons 2017-18, 2018-19 and 2019-20 are Rs 199 Crore, Rs 410 Crore and Rs 766 Crore, on January 31, 2021.
The Petitioner said almost Rs 20,000 Crore Paym ENT because of farmers, sugar mills up owed rs 7,555 Crores, Karnataka RS 3,585 Crore and Maharashtra at Rs 2,030 Crores.
The applicant said for the 2020-21 crusher season, farmers supply sugar cane worth RS 14,000 crores to the sugar factory but only received Rs.
4,448 crores on payment.
Describing the problem, the applicant said it has become a habit of the state to announce the recommended Hish State price, which is far more than a fair and remunerative price.
“High sap stick prices, high production costs and low prices of low factories for sugar leading to arrears in installation because Miller does not make margins that produce their inability to pay farmers for the sugar cane they do,” they said.
The applicant pointed to a massive employee that occurred during the upa regime.
“Arrears as high as Rs 13,124 Crore on March 31, 2014.
The debt level for the sugar industry has increased from RS 11,443 Crore (2007-08) to RS 36,601 Crores (2012-13).
From RS 36,601 Crore, Private and Public Companies are around RS 25,955 Crore debt and cooperatives around 10,646 crores.
The profit ratio also depreciated from 9% in 2008-09 to 1% in 2012-13, “they said.
India holds second place in the world after Brazil in terms of sugar production.
In 2020, India produced 266 lakh tons of sugar.
As on October 1 last year, there were 752 sugar factories in the country – 330 in the cooperative sector, 43 in the public sector and 379 in the private sector.
In 2017-18, there was an increase in sugar cane arrears as a result of increased production and low prices of sugar in the domestic and global market, the Petitioner said.
Stick arrears on September 30, 2018 is Rs 11,697 Crores and up-up accounts for almost two-thirds of arrears.
The problem continues for 2018-19 and arrears are Rs 7,796 Crore on September 30, 2019 by taking into account 63% of total arrears, followed by Gujarat (8.5%) and Punjab (6.2%).
Five large states – Uttar Pradesh, Bihar, Punjab, Haryana and Uttarakhand, who announced SAP – accounted for almost 80% of the total arrears in 2018-19.
However, they acknowledged the government’s efforts to help sugar cane farmers get their boxes.
“Government intervention such as ethanol prices are remunerative and convincing, revisions in the minimum selling price (MSP) of sugar, financial assistance to sugar factories for increased ethanol production capacity and for stand-alone refining molasses, etc.
