HP Plans Register for Narcotics Smugglers Starting November 1

Shimla: When Himachal Pradesh has shown trends to increase drug abuse together with neighboring countries, police plan to introduce new lists No.
29 for drug traffic operators (DTO) in all police stations from November.
It will contain details and information from people involved in criminal cases regarding drugs and psychotropic.
Because countries have problems related to forbidden cultivation and poppy trade and hashish along with other drugs such as heroin (chitta) and synthetic drugs, a need perceived to monitor DTOS closer and comprehensively.
Himachal DGP Sanjay Kundu said this new list would allow police officers to monitor drug trafficking and trading more effectively and also helped in reducing the events of drug-related cases.
He said this list in continuation with a register that began monitoring sex violators, unknown dead bodies, suicide and lost women and children who have produced useful information and data.
“This new list will also be included in the curriculum for new police recruitment,” he added.
According to the National Survey conducted by the National Narcotics Dependency Center (AIIMS), New Delhi, the prevalence of the use of the current Charas / marijuana was 1.2% in India and in Himachal Pradesh was 3.2%.
Similarly, the use of opioids is 2.80% in punjab, 2.50% in Haryana, 2% in Delhi and 1.70% in Himachal Pradesh on the national average of 0.70%.
The survey clearly shows that northern Indian tates have higher drug use than the national average.
Kundu said Himachal Pradesh had three aspects of drug problems, including Cannabis and Opium Poppy cultivation and the production of each narcotics drug; drug trafficking so that it is produced that supply to destinations between countries and internationally; and drug consumption which is a market inside and outside the country.
He added that consumption trends were increasing with newer drugs such as “Chitta” and other synthetic drugs.
DGP said there was currently no mechanism to maintain the right video offenders from narcotics narcotics and psychotropic substances (NDPS) acting at the state office, state level.
Although violator details are included in the village crime list (List No.
9), no exclusive data available related to the violator of the NDPS law at the level of the police station.
He said that with the introduction of a new list No.
29, the right and up-to-date offenders data that have committed crimes based on NDPS laws will be maintained at the level of the police station regardless of their country or country of origin.
“All offenders included in the register will be put under periodic supervision and entries will be made by officers who are not under the rank of the police chief once in three months,” he added.
