Panaji: Close on land fraud in Goa is very open possible for the first time when Salcete Mamlatdar recently took action in some such cases by submitting the First Information Report (FIRS) and launching an investigation.
However, the right to information (RTI) activist in northern cave, which was secretly against the Mafia Scam land in their backyard for several years, ask why the same thing did not happen in North Goa, despite the order from the income department.
They share documented evidence to show how open and close cases such as it is ideally because fake files prepared by the perpetrators are full of striking errors and lacuney.
A case at the point is the situation in North Socorro Goa which is being fought for for several years now, a RTI activist said.
For example, he quoted involving land measuring 7,975sqm belonging to the comunidade serial in Socorro Village.
The problem was revealed after the Comunidade Management Committee changed in February 2019.
This case involved Sarpanch from Socorro and his family, which received land cheatly transferred on behalf of their father by producing files that showed that Comunidade showed that it was allocated to him in 1969 for home construction.
“There is no investigation to refer to this claim fraud because the application for Mamlatdar in father’s name and brought father’s signature to be carried out on October 25, 2017, almost 12 years after his death on October 17, 2005,” said RTI activist.
Also, at that time, the maximum land that can be allocated for home construction purposes is 1,000 square meters.
The difference in the document does not end here and so blatantly so even Greenhorn in the case of land mutations will immediately pay attention to them, said another activist.
The date at which land was finally allocated ownership to the father did not mention in the document.
Only a year stated.
There were no appropriate legal notifications in the Gazette and the final ownership deed were compiled on Portuguese stamp paper even though the year mentioned was 1969.
The Portuguese came out of the cave in 1961.
What was even more suspicious was the slow speed of administrative wheels moved to complete the mutation process.
This application was made on October 25, 2017, and the next day, Mamlatdar handed it to the comunidades administrator, the North Zone, for reply and to authenticate the title document.
In less than a month – November 14, 2017, exactly – Administrator answers to say the documents are old and that comunidade does not have a copy.
However, the administrator agreed to treat them as genuine and authenticated them with seals.
Some dresses complained to the main secretary on May13, 2019, who led the income that was inappropriate – I asked a collector to report an investigation a month later.
It was only after reminders more than four months later that additional-III collector, which was sitting in Mapapa, moved to send the report.
“The income department, in February 2020, directed collectors to take action and submit FIR against the officials involved, which should be the end of this case,” activists said.
“But the collector sent this case to additional-I collectors, which sit in Panaji and who started the process of fresh investigation.
This case has depended on Limbo since then.” Even the police seemed to be involved, without rush to capture the perpetrators.
When a complaint was archived, the case was first transferred from Porvorim to Mapusa and almost three months passed before FIR was registered in December 2019.
Here too, the problem remains delayed since then.
FIR even appeared in the legislature.
But what’s the point, questioning RTI activists.
“Meanwhile, the son goes ahead for inventory and starts construction on the ground.
The government knows the document is false.
Kasing should end then it himself.”
