Kerala Govt: RS 27 Crore Approved for e-Niyamasabha Project

Thiruvananthapuram: The government has gave sanctions RS 26.62 Crore for the implementation of the e-niyamasabha project, which aims at a paperless legislative assembly.
According to orders issued by the Ministry of Finance, the allocation other than Rs 10 Crore was approved last year due to project initial activities.
The funds will be used for comprehensive computerization of legislative procedures, the functioning of the legislative secretariat and to meet the requirements of Sabha TV.
The legislative assembly has turned to e-niyamasabha as part of making paper-free assembly during the previous LDF administration.
However, a large number of documents are still circulated in physical format, especially those from the secretariat, including answers to questions submitted by members.
Members have complained that much, the answer is given a few months after raising the question, when, the question itself will become irrelevant.
To overcome this problem, the government is also in the process of integrating the electronic file flow management system secretariat with e-niyamasabha project.
The C-Dit proposal worth Rs 25.68 lakh to create a digital platform to integrate the secretariat file management system with the e-niyamasabha system has been removed by the government and the work has begun.
The e-niyamasabha project is also not free from controversy.
The project, the cost that has been done at RS 53 Crore, is given to Uralungal Labor Contract Contract (ULCC), “Government Accredited Agency” in which several government projects were awarded without inviting global tenders.
As part of the award, the government has also provided sanctions of RS 13.59 Crore as advanced mobilization to ULCC for the procurement of project infrastructure and software segments.
It experienced a big controversy last year when the opposition leader then looked for an investigation.
